The New Title IX Regulations – 2024 Edition

Description

After numerous delays, we finally have new Title IX regulations for 2024! As part of ASCA’s Title IX Roll-Out, Dr. Brian Glick, Dr. Jeremy Zilmer, and Kristi Patrickus, J.D. will present a general overview of the major changes in the 2024 regulations as compared to the 2020 regulations. This session will focus on the expanded protections afforded to pregnant students and LGBTQIA+ students, and the flexibility now afforded to universities in designing their Title IX processes. The session will leave at least 30 minutes for attendee questions, further discussion, and a brief introduction to ASCA’s forthcoming Title IX initiatives.

Co-Presenters & Bios:

Dr. Brian Glick
Director of Student Conduct & Community Standards, Adelphi University

Brian M. Glick, currently serves as director of student conduct and community standards at Adelphi University, located in Garden City, New York, where he supervises conduct operations for the office. Previously, he served in student conduct positions at Northern Illinois University, and residence life positions at Southeast Missouri State University and Elmhurst College. Dr. Glick’s doctoral research established that the practice of student conduct, is a profession, as defined by published criteria. Glick earned a doctorate in education from Northern Illinois University, masters of science in college student personnel administration from the University of Central Arkansas, and bachelors of arts in communication from Kansas State University. Brian also has a long history of involvement with the Association for Student Conduct Administration, including long time service with the Public Policy Legislative Issues Committee, the Membership Engagement Committee, and the Equity and Inclusion Committee. Brian also currently serves on the ASCA Board of Directors.

Dr. Jeremy Zilmer
Dean of Students/Senior Deputy Title IX Coordinator, Bowling Green State University

Jeremy Zilmer is the Dean of Students at Bowling Green State University. In addition, Jeremy serves as Senior Deputy Title IX Coordinator and Clery Compliance Coordinator. Jeremy also serves as the chair of the BGSU CARE Team. Jeremy has worked in higher education since 2008 with experiences in Residence Life, Fraternity and Sorority Life, Student Conduct, and Student Care and Support. Jeremy has a Bachelor's degree from the University of Wyoming, Master's degree from Bowling Green State University, and a Doctor of Education from Bowling Green State University where his dissertation focused on examining the moral and ethical implications of Title IX compliance. Jeremy is the 2024 Donald D. Gehring Academy Chair and serves as an Ex-Officio member on the ASCA Board of Directors. Jeremy has also previously served as both faculty and track coordinator for the Sexual Misconduct and Advanced Sexual Misconduct tracks for the Gehring Academy.

Kristi Patrickus, J.D.
Student Advocacy Program Attorney, University of Oregon

Kristi Patrickus is the Student Advocacy Program Attorney at the University of Oregon (UO). She graduated with Juris Doctorate from UO in 2021 and became a member of the Oregon State Bar and Missouri Bar Association shortly thereafter. During her time as a law student, Kristi worked in the Office of Student Conduct and Community Standards where she performed numerous functions, including adjudicating conduct cases and administering sanctions. Kristi currently serves on numerous committees including the Student Conduct Advisory Committee at UO and the Oregon Criminal Defense Lawyers Association Education Committee. Kristi is the current co-chair of the Public Policy and Legislative Issues Committee and Conduct Professionals with JDs Committee within the Association of Student Conduct Administration. Kristi’s research on due process protections for students in university conduct systems is published in Volume 47 of the National Association of College and University Attorneys Journal of College and University Law.
